Chairman's Note

Dear Colleagues and Friends,

It's time to resume our activities after the well-deserved summer holidays and, as anticipated, it's time to finalize the last details for the ESCL Conference and Workshop 2025, which will take place in Naples in just a few days, specifically on September 26th and 27th.

We are truly happy to see such widespread participation in the upcoming Conference.

Our Workshop, this year's big new addition, is sold out, even after we expanded the number of spots originally available. The Conference now has over 100 people attending, and the final dinner and Pizza Party are also essentially full.

In the next few days, the speakers, along with their respective moderators, will be finalizing the content and timing of their presentations to ensure the Conference is a truly constructive and enriching experience.

Beyond our main conference, we are finalizing and populating our autumn calendar with webinars and live events.

First, on October 2, 2025, the BSCL Conference will be held in Sofia to celebrate the tenth anniversary of its founding and its membership in the ESCL.

On October 22, 2025, at 6:30 PM, we will hold an interesting webinar on the topic of "Multi-contracting on Major Construction Projects." This is a topic that frequently arises in practice and always presents numerous management, interference, and joint liability issues. I invite you to register by following the instructions in the dedicated post.

As always, our webinars are free, as they are meant to be an opportunity for joint reflection.

On November 5, 2025, the inaugural conference of SCL Serbia will take place in Belgrade. This will be another moment marking the establishment of a new society that has formalized its request for ESCL membership. In this case as well, I invite you to participate by following the instructions in the dedicated post.

This series of live and online events clearly demonstrates the commitment, dedication, and constancy of our Society in the study and implementation of construction law at an international level.

ESCL Conference 2025 in Naples: Construction Projects and the cultural context

This year's conference will take place on 26 September 2025 in Naples (Italy). The topic of the event will be "Construction Projects and the cultural context". 

Our Italian friends have put together a top-class programme.

Friends of the ESCL: NEW FUNCTION!

The ESCL is offering people and organisations an opportunity to join our organisation as a ‘Friend of the ESCL’ by becoming an associate member.

An associate member will receive the newsletter and be invited to the Congress each year as well as receiving notifications of events being hosted by national societies during the year. In special cases they can receive discounts on the fees for events.

!!! Friends now also have access to a new feature: they can log in to the ESCL website and access special publications free of charge (such as the book “Studies in European Construction Law” published by the ESCL) !!!

In order to become an associate member we ask for a small annual donation of € 100,- from each individual or corporation to contribute to the administrative costs of running the Society.

Associate members are not members within the meaning of the (Dutch) law and fall outside the scope of art. 2:8 of the Dutch Civil Code and they do not have voting rights during the General Assembly, nor get an invitation to attend this assembly. Those rights are solely given to the full members of the ESCL which are the national societies and institutions recognized by and voted in by the General Assembly of the ESCL. There is a contractual relationship between the ESCL and the associate member instead of an institutional membership relationship. The provisions in Book 2 of the Dutch Civil Code regarding membership do not apply to this form membership of the ESCL. 

However, friends of the ESCL have a special position within the circle of the ESCL, are kept up-to-date on their endeavours and support the ESCL with their yearly donation.

Inaugural Conference of the SCL Serbia

We are proud to announce the Launch Event of the Society of Construction Law Serbia (SCL Serbia), the newly established national society of the SCL International network founded in 2024.

In April 2025, SCL Serbia became a member of the Society of Construction Law International, a prestigious global network that unites 30 national societies and enjoys a great reputation among professionals in the construction and legal sectors worldwide. This milestone opens the door for collaboration with other SCL societies from around the world, knowledge exchange and the adoption of best practices.

The Launch Event will take place on November 5, 2025 from 14:45 – 19:30 at Moxy Hotel, Belgrade. It will gather leading experts from Serbia and abroad, representatives of key stakeholders in the infrastructure and construction sectors, as well as members of the professional European SCL community. The event will also mark the presentation of the Serbian translation of the SCL Delay and Disruption Protocol, a globally recognized guide aimed at improving the management of construction projects.

10th anniversary of the Bulgarian Society of Construction Law (BSCL)

German working group: Challenges in the construction of LNG-Terminals

The German working group regarding plant engineering, infrastructure & international construction law ("AK Anlagenbau, Infrastruktur & Internationales Baurecht") will have an online meeting on Wednesday, September 10, 2025, 12:00 p.m. - 6.00 p.m. CET. 

The event's theme is "Challenges in the construction of LNG-Terminals".
