Chairman's Note

Dear Colleagues and Friends,

On September 26 and 27, the ESCL Annual Conference and Workshop, organised by the Italian Society of Construction Law, took place in Naples.

It was held in a setting that exceeded all expectations. It addressed the theme of the difficult relationship between “Construction Projects and the cultural context” with truly impactful presentations, stemming from a global and in-depth vision of the speakers.

We counted 110 delegates from all over the world who attended and appreciated the event, and 24 speakers from all jurisdictions. A great success for which I thank everyone who contributed to its realization.

And then the Workshop: for the first time in ESCL history, an extremely interesting workshop was held alongside the Conference, featuring high-profile speakers such as Virginie Colaiuta, Giovanni Di Folco, and Raeesa Rawal. We had 34 participants, compared to 15 initially expected, for a 2-hour Workshop dedicated to ADR and the relevance of the cultural context.

This is what has been.

The future promises us other wonderful initiatives:

On October 22 at 6:30 pm, an interesting webinar will be held titled Multi-Contracting on Major Construction Projects with Luc Imbrechts, LL.M, senior legal counsel, Imbrechts & Van den Nest BV and Véronique Stroobants, LL.M, senior lawyer, specialized in energy, construction, project finance. A topic of fundamental importance that is recurring in its relevance in many of the largest projects.

I invite you to register; participation is free.

Furthermore, SCL Serbia, together with SCL Poland, joined the ESCL with a unanimous vote of the General Assembly on September 27, and on November 5 in Belgrade, not only its constitution but also its joining our Society will be celebrated. It will be a wonderful opportunity to see the birth of a reality that, in practice, already involves numerous experts in the field of law, engineering, and quantum advisory.

All this is in preparation for other webinars, events, and the ESCL Annual Conference & Workshop which will be held in Istanbul on October 23 and 24, 2026. An occasion where the theme Global Turmoils: Uncertainties in Construction Projects will be addressed in magnificent Constantinople.

Many good things done and many more to be done in the coming months!

Review ESCL Conference 2025 in Naples

This year's ESCL conference in Naples/Italy was a great success. Top-class presentations, great events and lots of participants. A detailed review of the event herein above.

We would like to take this opportunity to thank Roberto Panetta and the entire team of the Italian Society of Construction Law. They organized a great conference that we will remember for a very long time.

 

A special thank you to the former members of the ESCL Council

In September 2025, two members of the Council concluded their term, though they remain steadfast pillars of our Society. 

We would like to express our gratitude to Luc Imbrecht and Michael Müller for the important work they have carried out exclusively in the interest of the ESCL for their support and active role as members of the Council.

 

 

New members of the ESCL Council

Two new Council members were elected at this ESCL General Assembly. We are delighted to have their support and wish them every success in their work:

Arran Dowling-Hussey (United Kingdom)

Arran is a barrister, arbitrator, adjudicator and mediator practicing from 4-5 Gray’s Inn Square in London.

He also practices from the Chambers of James Corbett K.C in Jersey, Chanel Islands.

Arran is an associate lecturer on Robert Gordon University’s LL.M in Construction Law and Arbitration. He is an Adjunct Professor of Law at University College Cork and at the Gujarat Maritime University. 

Ignacio Santabaya (Spain)

Ignacio is a partner at the Litigation and Arbitration department of Pérez-Llorca in Madrid. He represents clients in international arbitrations and in all instances of the Spanish civil courts.

Ignacio has collaborated as lecturer with universities as Universidad de Navarra or IE Law School.

He is recognized in legal directories, including as a Thought Leader in Lexology’s Construction guide or Chambers Global.

Ignacio is vice-chairman of Club de Derecho de la Construcción y la Ingeniería (CDCI); and board member of Federación Iberoamericana de Derecho de la Construcción (FIDEC).

 

 

New ESCL Members - SCL Serbia and SCL Poland

The Society of Construction Law Serbia was founded in 2024. Its members come from all sectors of the construction industry: architects, engineers, surveyors, contractors, developers, solicitors, barristers, arbitrators and experts.

The Society of Construction Law Poland was established in January this year by sixteen founding members and plans to create local branches in major Polish cities to extend our activities across the country.

The Launch Event of SCL Poland took place on October 8, 2025 in Warsaw. Rebecca Shorter, Robert Wheal and Milan Peric, representing the international community of the Society of Construction Law joined the event. 

Inaugural Conference of the SCL Serbia

We are proud to announce the Launch Event of the Society of Construction Law Serbia (SCL Serbia), the new member of ESCL.

The Launch Event will take place on November 5, 2025 from 14:45 – 19:30 at Moxy Hotel, Belgrade. It will gather leading experts from Serbia and abroad, representatives of key stakeholders in the infrastructure and construction sectors, as well as members of the professional European SCL community. The event will also mark the presentation of the Serbian translation of the SCL Delay and Disruption Protocol, a globally recognized guide aimed at improving the management of construction projects.

ESCL Conference 2026 in Istanbul - Save the date

Next year's conference will take place on 23 and 24 October 2026 in Istanbul (Turkey). The topic of the event will be "Global Turmoils: Uncertainties in Construction Projects".

The announcement for the invitation to potential speakers to submit abstracts for panels and sessions will be made in the coming months on SCL Turkey website (www.sclturkey.org)
